Just trying to figure out how someone got charged with this 🤔

In North Carolina what exactly gets you charged with indecent liberties with a child?

Person charged is 18 and he was just in a relationship with someone who was 16.. could that be it?

I’m just confused if it has to be someone under 16 or does 16 count?

Does that mean it had to be a 15 year old 🤷🏼‍♀️
