neighbors dog disturbing the peace

my neighbor has a new dog and that dog has been barking and barking . i can hear him from my house. i cant sleep because he barks all the time. it sounds like the dog is coming from inside so i don’t understand why the owner doesn’t tel him to shut up? Should i call the police and be anonymous?
