Does anyone by any chance know what kind of rash this is (if it's even a rash) and what to use to get rid of it?

I got this on both my legs about 4 years ago really badly. Some lady my mom knew gave me a homemade lotion for it and it went away. But about 2 years ago it slowly started coming back and is getting worse. I don't have any more of the lotion and the lady doesn't make it anymore. I need something that will make it go away and stay away. It doesn't itch or anything. I'm just self conscious about it.
