At my wits end with sleeptime

I hate myself for not trying to get my baby to sleep in her own crib sooner. She’s 10 months old and will not sleep without a lot of coaxing. Even if it’s in our bed where she usually sleeps. I’m not sure what I’m doing that’s wrong. In our bed I have to like hold her down. Or rock her intensely for 15+ mins, which usually doesn’t work. We have a super good bedtime routine, she knows when it’s coming. We have been trying CIO for 3 days now with no avail. She just stands there and cries until we come back in. Then even if I sit in her room with her she will lie there awake for hours! Has no off switch. I wish I would of done CIO before she could stand. Ugh. Literally pulling my hair out at every naptime and bedtime.
