Completely ignores me while initiating anything intimate?!

I was literally, caressing his body. Giving him a hand job and hitting his spots. Usually when I do that, he reciprocates and we usually have sex.  But this morning, he was hard but he was ignoring me, didn't even let me finish. I just huffed, threw off the blanket, put my pants and stormed into the bathroom. I've been noticing that, I have to be the one to initiate anything, cuddling, hand holding, sex, even talking. If I don't, he won't even bother. WTF. I'm upset and pissed. How do I even talk to him about this?
