Not always. It really depends on how he overall treats you. If he's abusive in anyway then he is trying to manipulate you. If he isnt abusive then he has very low self esteem and should seek some counseling

My husband was raised in a pretty rough household and was pretty much verbally and physically abused by his father. Sometimes he will pull the manipulative “I’m horrible I’m so sorry I am such a Brad person” shit with me and I look at him and say “stop it, that’s manipulative and a learned behavior from your past, cut it out and just say “I’m sorry” and we can move on. Do not degrade yourself” It snaps him out of it some and slowly we are reducing the number of times that happens.

it depends. is he saying that because he mistreats you? is he saying that because you said it to him? theres a lot of reasons why he could be saying it. maybe hes depressed and has low self esteem and needs therapy.
