Bottle weaning

My son is 13.5 months old. To get him wound down and ready for for his nap and bedtime, we rock him while letting him drink milk from his bottle. When he’s had enough he pushes it away and he goes in the crib to go to sleep (without the bottle). I want to have him totally weaned of the bottle by 18 months, but here’s my issue:

I’m afraid he won’t be drinking enough milk (or liquids, period) if we take it away because he only sips tiny amounts of water from a sippy cup. He won’t drink milk or anything else from a sippy (he has the straw kind and the kind he tips back). If there’s anything besides water in them, he immediately pushes it away or throws it on the floor. Between naps (one or two depending on the day) and bedtime, he drinks 16-24 ounces a day from the bottle, which he needs. How do I get him to drink large amounts out of a sippy instead of a bottle? Has anyone had this issue?
