13 year old loves 16 year old

My best friend is only 13 and she’s been telling me about a guy she really likes and have known since they were kids I just learned that he’s 16 and she told me that he treats her really well and he confessed that he loved her years ago when they were younger I was just wondering if it’s appropriate for them to be in a relationship with the age difference between them
