Should there be prerequisites to be appointed Administrator of the Environmental Protection Agency?

The resignation of Scott Pruitt, former head of the Environmental Protection Agency (EPA) has got me thinking about this topic. We all know he was a climate change denier, supporter of the coal industry, and prone to many scandals. According to his bio, which doesn’t tell his undergrad major, he ultimately graduated with a law degree and worked in the legal field before becoming a politician. If you aren’t from the US, or haven’t heard much about him, his appointment was compared to putting an arsonist in charge of the fire department or a fox in charge of the hen house. 
My question is this: should there be minimum job requirements for an appointee? For example, I think a college degree in environmental science should be mandatory. What prerequisites (if any) would you support? 
Bonus question: what other cabinet level positions do you think should require specific experience/education?

Well since us normal people need prerequisites for just about any job there is, then i don’t see how or why a political type jobs should be any different.

Every single position of power and gov authority should require "prerequisites" to be the absolute best all-round man or woman for that particular job and role, i can't believe it's not illegal to hire a "muppet" for a position like this one.

Absolutely. Prerequisites are required for even minimum wage work, why shouldn't there be specific degrees and perhaps a certain amount of field time required?

I think the degree should be related, but sometimes people work in industries unrelated to their degree and through experience become experts. For example, many people with business degrees work anywhere from banking to teaching to agriculture to medicine. If there is no basis in their education for the related field, then they should at least have worked in something similar for which they know what the hell they're doing.

I work in environmental data management. Even though it's mainly data management I was still required to have a bachelors in a list of environmental related options and 3 years relevant experience. I think the EPA director should at least be as qualified as I am required to be.

I think every single position should require extensive education in the area of their positions.  They also should require years of experience and additional training.  It's ridiculous how people are appointed to these positions mostly because of who they know and wealth.

A related college degree or related experience should be required. 
As a teacher, I think the head of the department of education should ALWAYS be a former teacher or at least someway experienced in public education. Not someone who has always actively fought against public education and never had her own children inside a public classroom or been in one herself *cough cough*
