TMI WARNING Rash near genitals

So my wife and I have had to start using excessive amounts of Vaseline on our 4 month old son due to a red rash/irritated patch on his pelvic mound. This all started when he discovered his feet and started reaching downwards and grabbing below the belt. This has led to him literally clawing around his penis area and his testicles. Recently an actual scratch has opened up and we have been applying Neosporin to the affected area. Our pediatrician recommended a low dosage steroid cream perscription. Has anyone else experienced this?
