Miscarriage still bleeding after 2 months

I had a miscarriage April 27th I have been bleeding with severe pain for almost 2 and half months off and on. I went to the emergency room because the bleeding and pain were so bad. They send me to a women's hospital and I was told I should let it happen naturally. My level is at 15 and not 0. They don't see anything inside so they don't recommend D and C. I am still having pain and bleed till this day. Has anyone ever been through this before? Please help.
