Can babies understand the word “No” at this age?

Question

When my baby boy is doing something he shouldn’t be like trying to climb on something dangerous I say “no” and he just looks at me laughs and keeps doing it. 
Or if I ask him to do something like “dance” he shakes his head no and laughs

My daughter tries to touch the outlets. I say no and she jumps, stops and looks back at me bc she knows. Then she looks at me while reaching for it again...and smiles 😒

My little guy understands no. When he wants to go to the kitchen, I say “nooo” and he turns around and looks at me and smiles then turn back around and tries again. I say no again and he lets out a grunt and puts his fists in his lap and crawls towards me with a smile.

I like to think so. Our daughter will actually get very upset when we tell her no. :( But I think she somewhat understands.

Yes. My daughter definitely did at this age and my son does too.
