Small spots on 1 y.os face

About a week ago I noticed my 19 month old started getting small spots. She is teething, always has her hands in her mouth and it's pretty warm here. I've been keeping her lotioned with Aveeno, hydrated and out of the sun but it's still there. it turns red here and there but the bumps stay. I plan on doing an oatmeal bath tonight to see it that helps. Anyone know what this could be? She hasn't eaten anything different, she hasn't had a change in products or anything. She doesn't seem bothered, acting normal, no fever, no icthing.
