Pregnant - Neighbors loose dog. What do I do?

So my neighbors have this big dog, she used to always be tied or chained up but recently she’s ALWAYS ALWAYS loose. I’ve told my neighbors more than 15 times. (Yes I’m counting) They always say they will take care of it but she’s always out in the end. For me, it’s a big issue because 
1. I’m pregnant and I’ve already had a few complications and this dog is too hyper. She jumps all over my stomach which scares the living hell out of me because she’s heavy. 
2. When I take my inside house dog out, my neighbors dog scares her to where my dog doesn’t want to use the restroom. Which is a big problem because poop and pee inside the house is a no no.
Just right now, it happened again. She was loose. We told the neighbors and they didn’t seem to give a single fuck. IM SO DONE. I feel bad calling the pound but I feel like I have no choice. What do I do?

Animal Control all the way. Can you imagine if that dog attacks you? Or once the baby comes, attacks your child? That would be horrific. You shouldn’t feel guilty at all. 
My lab is a grump old man and he gets agitated easily so I always have him leashed and if he runs from me I tackle him before he gets near anyone. It’s my responsibility as a dog owner to watch my pet. They should know better.

Don’t call the pound call the city. You don’t  call the pound for something like this. This is a bylaw issue. I know this is affecting you I’ve been there but in the end we must think about the dog too.

My neighbors had a husky that was aggressive and kept jumping their fence. One day when I was walking to check our mail it pinned me against the mailbox yapping and nipping my feet. So I called animal control every time I saw it out, they never did anything until it had attacked a kid walking home from the middle school. 
If the neighbors aren’t doing anything and the dog seems aggressive don’t even risk it, call animal control and let them handle it.

Do people not have fences? Its illegal to chain a dog up outside unless the owner is present.

More than likely there are leash laws where you live. My city has leash laws and the only time a dog can be unleashed is if the dog is well behaved and walks right next to their owner. Other wise call animal control.

I had this same issue. The dogs ended up coming in my yard and mauling my sweet little dog to death. In front of me. I was 22 weeks pregnant. They turned on me, and my other little dog, so I ran inside. Still worried for my other dog, I grabbed my. 45 and shot off a couple of rounds. I had called animal control so many freaking times before this happened. They would come and talk, but couldn't do anything if the dogs had right papers and they were not "showing aggression." Even after, I was told they needed to actually attack me before they could do anything. Load of shit. I still think about my little carlee.

If you’ve told them repeatedly and they still aren’t fixing the issue then you have no choice but to call someone. I’d feel bad too because it’s not the dogs fault but hopefully this will be a wake up call so the owners take responsibility plus you need to think about your safety.

Call the cops, I'm sure there is some sort of city ordinance about it. If they ignore the cops about it clearly they don't care about their dog or anyone else 🤷🏼‍♀️ If they didnt listen to the cop I would call animal control
