How do i help my little brother who has anxiety and ocd?

He is 19 years old and he is suffering. We tried looking for help where we live but omg they suck. Everytime he went to his appointments all they asked was " do you want to hurt or kill yourself or hurt someone"? Repeativly. My brother kept telling them no but now he is beginning to hit things since going to them. We live in a small town. Very little help. My brother is getting worse. He is gets panic attacks where he can't move for 30 mins. He is not eating. His becoming very independent on my mom. He is starting to see things. He doesn't do his normal routines anymore. He falls asleep until 3 or 5 in the morning. All this is hurting us to see. My mom constantly cries for him....

pleaseeee anyone with advice or as his sister what to i do when he has those attacks?????
