Would it be okay to ask the boy I like out?

Sarah • I am a 18 year old, level 8 gymnast & dancer. I want a job as a gymnastics judge & coach, dance teacher,and a physical therapist.
There is this boy that I've liked for a few years, and he likes me too. He is 4 months younger, and I don't really know if either one of us are aloud to date. I have known him forever and have just fallen in love with my best friend. But he hasn't asked me out and I know he likes me. What should I do?
