Can baby hear at 16-17 weeks?

I have different sources all over giving me different information. Which is correct? When can baby hear me or anything else for that matter?

Yes but they first start hearing your bodily noises before voices... I believe it's 20 weeks when they can start hearing outside voices but they should also hear your voice sooner because it is a noise that vibrates through the body.

I'm not sure but when I'm coping or doing dishes and singing my girl stops moving and she only started to do that about 22weeks. Before shed move so much and wouldn't stop for anything except if I was in the pool or tub.
