My boyfriend refuses to drive safe?

I can’t believe I even feel the need to make a post or ask people if they relate but at this point I just don’t understand it. We’ve been together for 8 months and this has been an issue from the jump. He speeds like 20-30 over. And if we were on the high way it wouldn’t bother as much. But we live right next to our college and multiple public schools so the speed limit everywhere is 30-40 because pedestrians are everywhere. I do have anxiety about driving, but he only adds to it. Not only does he speed but he fucking stays on his phone the entire time. Like will not put it down constantly looking down and scrolling and it makes me fucking livid. We used to get into big arguments about it but he kinda has gaslit me into thinking I’m overreacting and this behavior is okay. We talk about having a baby as if I’d let him fucking transport my kid anywhere. I told him this, and he said “that’s fine you can drive them” like really? Am I overreacting? We’ve almost crashed a few times but by the grace of the Lord and my yelling at him to look up we haven’t. I just don’t know what to do it really bothers me 🤦🏽‍♀️ btw it’s his car so I guess I don’t get a say in wanting to ride safely.
