Progesterone question

So please someone explain to me...if progesterone starts producing as soon as ovulation takes place and breasts become sore. Why do people say they do not have breast pain after ovulation until the baby implants. So is it normal to not have breast pain or is it better to have breast pain because it means you ovulated for sure?
