What are these? My mother told me it’s sun spots from when I travel .. I just want it gone. When I don’t put lotion on, this is how it looks , I’m a different color. Lol .. I’m just wondering how do I get rid of this , there has to be a way??

I had went to the doctor and she had told me it was eczema and gave me some cream. But it went from my fingers to my hands. Is there any thing else I can buy/ take to make these go away?
