Is surrogacy a type of sex work?

Without tagging in how you feel about sex work, the morality or legality of it or anything like that, should surrogates be considered sex workers? I was reading a thing about people traveling to poor countries to hire surrogates, and was reminded of the prevalence of sex tourism for the same reasons - e.g. going to poorer countries for cheaper access to (mostly) women's bodies. It's obviously not exactly the same thing - the outcome isn't sexual gratification, after all, but it does involve sort of hiring out your reproductive organs and both surrogates and sex workers are in uniquely vulnerable positions in their line of work who could benefit from stronger legal and social protections.
