Depends on the reason. If you've got a kid like mine with allergies, I'd be fine letting him go as long as his nose isn't an open faucet dripping everywhere. Because even if it isn't contagious, it's still gross.
If it's virus related, he can stay at home. If he's feeling the cabin fever we'll go on a walk or to the playground up the road when nobody is there to get his sillies out.

I wouldnt want to do physical activity while under the weather so I wouldnt make my kid go. I also wouldnt want to get other kids sick. If its just a stuffy nose and it isnt running down her face or bothering her then thats a little different
