Vaginal dryness/tearing 8months postartum!

Had my baby via c section almost 8 months ago now and continually have vaginal dryness, itching, and its so thin that i cant even wipe after using the restroom without aquiring a new tear. Think of dry cracked and bleeding hands in the winter, thats what its like down there. I cant see the ob right now because they dropped me for my bills being in collections. Is this normal? Anyone experience this? Ive tried over the counter moisturizers, and lubrication. Nothing is working. Its so painful and uncomfortable.
