How do you know if your baby has a tongue tie?

My 1 MO spills a lot of milk while feeding. During feedings her bib and onesie is always wet afterwards. I've used two different types of bottles and nipples. 
Is this normal or does she have a tongue tie? Ive never had an issue with my other children. Doctors never said anything if she does.

Check under her top lip, does her labial frenulum connect to the bottom of her mouth like this? She could have lip tie. I feel like the doctor would have told you if she has tongue tie. Mine checked for tongue but never lip I found this by myself

My son had both lip tie and tongue tie. Thankfully it didn’t stop him from getting enough milk but it made it extremely painful for me. Every time he latched I had to go under and pull out his bottom lip. 
We had it corrected at a pediatric dentistry with a laser (not the scissor method). It was pricey and we had to do stretches with his mouth and tongue for almost 6 weeks afterwards every 4-6 hours, during which he would cry bloody murder (which was awful for me to hear, especially because I was the one making him do it) but I think it was sooo worth it. It can cause all sorts of problems when they eat and when they start learning to talk. 
You can make an appt with a lactation nurse at your hospital, should be free, and they can tell you if they’re tongue tied and how severe it is.
