Can’t potty train 2 1/2 year old

My daughter shows all signs she’s ready. She hides when pooping, gets really upset afterwards if you don’t change her right away and brings you a pull up and wipes. I put her in underwear all the time but she will NOT go in the potty. Once in a while she will pee but usually she just sits there. Then, she pees in her underwear! After that she’ll look at you and go “ew ew ew potty!” But it’s too late. I take her to the potty every 10-15 minutes, it’s exhausting. The few times she has went, I’ve rewarded her. Today, she keeps asking for juice and pretzels and I tell her “after you use the big girl potty, you can have some” and while she’s on the potty I tell her “go pee and you can have a snack” but she won’t go. Within minutes she will pee through her underwear. I had to put her back in a diaper because I can feel myself getting too frustrated with her. I have a newborn as well and struggling getting everything done. Plus we are in a hotel and I just cannot keep scrubbing pee out of the carpets and doing laundry plus she already peed through ALL of her padded underwear’s. She had like 10!

We tried even keeping her naked but she can’t stand it. She just screams and cry’s because she always needs to have clothes on.

I just don’t know what to do anymore. Is she not ready? We’ve been doing this everyday for like 6 months
