If you're interested just ask him out. I asked my partner out, I wasn't about to wait around for him to do it. I don't see why everyone believes a guy has to ask a girl out, what if they're worried they'll be rejected? Guys can be nervous too. It's better to be upfront and make a move when you know you want something, because someone else might get in there first while you're waiting. It's not desperate, it's being honest about what you want, and lots of guys really appreciate it when a girl is willing to put themselves out there like that. It shows you care, which is something everyone can appreciate

How old is he?  If he’s a teen then I guess I can see how he might be scared but if you’re asking about a grown man, there’s a reason he’s not making a move. Could be that he has someone else he’s seeing or he’s not interested. Either way, just sit back and observe. I wouldn’t make the first move since you don’t really know if something specific is holding him back or he’s just shy.
