Controversial?!

Hey, not sure if this is under the right category but here goes.

I was in a shop a while back and an older lady walked past a boy who was maybe 2 years old. Maybe younger. He was in the shopping trolley seat thing moaning. Not full on crying but moaning. Not the issue here. So an older lady walked past him and his parents and said "oh is he not liking this weather with such thick beautiful hair?" The little boy was mixed race, so the mum kicked off calling her racist. The old lady apologised for any offence and you could clearly see that was not her intention to hurt anyone.

Do you think the mum assumed she was being a racist? Or do you think the older lady was being racist by saying that? Me and my partner just kind of stood and watched as we couldn't work out who was "wrong" (not necessarily saying anyone is wrong".
