Is it normal to have small painless lumps on the mons pubis?

I have had this problem since I was younger and I’m 18 now. Sometimes they will leak but for those times I am pretty sure they are in grown hairs bc that tends to happen after shaving. Ik they aren’t an STI bc I’m not sexually active and I have been tested when I was active a loooong time ago. Does anyone have an explanation?
