Eczema?

Guys, please help a mommy out. My 1 1/2 year old daughter has moderate eczema with really bad flare ups every so often. For the past month I have been moisturizing like crazy, applied Eucrisa twice a day and for very bad days steroid cream. Her skin has improved a lot while doing this, but for the past few days she got those patches that look nothing like her usual eczema patches and don’t get better with steroid cream. Does anyone know if this still looks like eczema or is it something else? My husband says they look like hives because of the white inside the ring. Do you think it is worth calling her pediatrician again? I know they itch a lot because she’s trying to scratch all day 🙁
