Red bumps on babies tummy :(

This past week I noticed that my 1 year old has been breaking out specifically on his chest and tummy. Tiny little red bumps. He doesn't scratch at them but it's not getting any better. I plan to take him to the ER tomorrow after work but if any med mommies are here can you spare any advice on what this might be? Poor diet? Allergies? I just don't know...
