Feel like I'm getting nowhere

I've been talking to this guy I really like for about maybe 3 or 4 months now and I really wanna try and date and see how it goes. Of course I'm not gonna pressure him to do anything but what gets me is that I bring up the topic of wanting to be together and he's like "I wish you were my girlfriend but things are complicated and life sucks." Last night he was drinking while we video chatted and he told me time and time again he thought I was gorgeous. Stared at me while smiling in a loving way. Even said "Will you have my babies?" Didn't scare me off because if that happened, id be freaking happy. What im trying to get to is what gives? Im tired of waiting around for him but at the same time i really like this guy.
