As someone who does live somewhere that is prone to earthquakes, it wouldn’t really matter to me. Buildings here are designed to withstand earthquakes.

I wouldn't rent an apartment there at all. I feel like it's still a lose lose situation. First floor you risk being crushed. Higher up you still risk being crushed, have no exit, crushing other people, or simply death.
