Should I cut my hair?

Question

So I’ve cut my hair before but it wasn’t as short as I want to go if I chop it again.I was thinking of doing something above my shoulders? Any suggestions would be great for if I do decide to cut it. Also I need to know if I should keep my hair or cut it.

I would recommended long layers in you do cut it

I think you'd be able to pull off a short little bob but yeah getting trims here and there is a good idea :)
