I see both sides. People are busy with work, children, school, etc. and it's selfish to think when they aren't busy, they should or want to spend their time with you. Sometimes, people want to use their free time by themselves. Sometimes they are socially disconnected or depressed.

But also, I think people who make time for you show how important you are to them. Timing matters also. If you've been trying to hang out with the same person for a month and they're always busy, they probably don't want to spend time with you. Or if you text or call them and they never reply, but later use being "busy" as an excuse, they might have just ignored you. Of course, it depends on who the person is, where each person lives, and what their responsibilities are.
