Terrible twos ?

Question

I could use advice for how to deal with these seemingly all the time tantrums ESPECIALLY in public 
He does the classic lay on the ground and scream and when I pick him up he throws his top half trying to fall backwards out of my arms. He’s even escalated to hitting at me biting at me and trying to pull my hair.  
I’m not sure what happened to my sweet baby that loved to cuddle and kiss lay next to me. He still has his moments but if I tell him no or he doesn’t get his way.... watch out ! 
Idk what to do redirection isn’t working and developmentally speaking I’m not sure what else is truly appropriate especially in public ?

I’m in the same place. He has decided that sitting in a cart is the worst part of his whole life. It makes shopping impossible. I have just started letting him scream. I’m sure it makes me look bad but I can’t carry him and push a cart and he can’t walk alone in store reliability. I also don’t want to hive into his tantrums. I’m at a loss. I hate this stage.

Mine seems to be worse at home which is preferable. At home I take him to his room and set him down and tell him he can come out when he calms down. He will usually run out crying and if I pick him up he immediately calms down. If he doesn’t then I take him back to his room and will leave the door ajar so he has to open it to come out. It has really seemed to help him realize it’s not getting him anywhere. In public I feel like holding him pretty tight helps rather the letting him down to have the fit. It’s like if I hold him through it he looses steam.

Im sure I'm not doing the best thing but I kind of let her choose what she would like to do. Like she fights and screams when she has to go I to he shopping cart so if she wants to walk, I let her walk because I dont have the energy to fight lol. We started doing little time outside which is basically just time by herself wherever. She bites and spits so that's great but definitely is when she gets a time out.
