2nd time bleeding might have put me as a high risk pregnancy

So the hospital I go to you only see a midwife unless there are complications and you become high risk in your pregnancy then you see an OB for the remainder of your pregnancy. At 9 weeks I had bleeding and was sent to the ER and yesterday at 13 weeks I had bleeding and cramping again and was sent to the ER. I was supposed to have an appointment today but the ER I went to last night was far from my doctor so there was no way I was making it this morning. They put me on bed rest again until I can see my doctor which will now be Wednesday morning and they switched me over to an OB instead of a midwife. I don’t know if it will be permanent or if I will go back to my midwife.
