It depends on the age and individual lives. For example, my boyfriend and I are both in college right now. Our schedules are pretty busy and sometimes when we have downtime, we just need a minute to ourselves. However, in the midst of having our own lives and individual friend groups, we plan date nights and keep a journal between the two of us to keep romantic, old school communication. 
It is definitely something to communicate with that person about.

Personally, I cant feel close to someone who doesn't have time for me so a casual relationship would be okay but I probably wouldn't do a serious relationship. And I also agree that could mean a lot of different things.
