Should i use a moisturizer after applying my toner?

Let the toner completely dry first. You want to 100% use moisturiser afterwards to rehydrate your skin as toner is quite drying.

Even "hydrating mist" toners are not made to replace moisturizer. All a toner does is rebalance your pH and remove/neutralize any leftover residue from cleansing. It will also prep your skin to absorb your moisturizer and the optimal time is while it's still damp. Dried skin doesn't absorb as quickly or as deeply. That's why dry skin cream is usually more of a balm or an oil in cream. You need that barrier to give it time to absorb.
