Ingrown hairs..

Shea • I`m 20. Been with my guy for 2 and a half years. We want 2 kids but not for awhile (:
It doesn't matter whether it's a fresh razor, conditioner, not scented shave cream, or anything. I get ingrown hairs like crazy when I shave down there and under my arms. But waxing is soo expensive! ): any other tips?
