Baby's Skin

My 3 month old son has very sensitive skin. Since his first month his skin has been dry, red, and scaly. His Dr recommended Eucerin Eczema Cream which has cleared his face right up. But his torso and arms are unchanged. Do any Mamas have experience with this and any advice?
