That’s how your arms are supposed to look! Don’t worry about it.

You can't.  Literally everybody has at least a fold or two there.  It's the extra skin that lets you raise your arm. 
 Sometimes, especially if you have big boobs, you'll get some extra fat there which you can reduce by losing weight. The extra skin (and a thin layer of fat that is basically part of it)is always going to be there though.
Don't get too caught up in it.

Girl, that is barley any fat, mostly skin. 
If it bothers you that much start toning your arms, pushups, pull ups, light weight arm curls, any arm workout really. Swimming and yoga as well
