Newborn’s red eyelid

Hello! My baby girl is 17 days old and since birth her right eyelid has been red and slightly goopy. It’s really bad when she wakes up in the morning. Our pediatrician says she has a clogged tear duct and has us putting a warm compress, massaging the duct, and putting a drop of breast milk in her eye 3 times a day. However it’s been 17 days and it’s not improving. He doesn’t seem to be worried but I am a little nervous? The eyeball itself isn’t red or inflamed, only the eyelid. Has anyone experienced this before??
