Should futher help be looked for out of school for my daughter?

Last year my daughter was in 1st grade and did great she passed. But through out that year her teacher would tell me "she knows how to read every word in the book but she has a hard time remembering what it was about."

When she is asked what the book was about (right after reading it) she doesn't know like she has trouble keeping memory of it. Same thing is happening this year with the reading! Like when she does math problems, for example.. 50+23 she will do the work and count with her fingers but she takes a little to say/write down the answer, I guess she is processing it or something. Like it takes her a while to understand the question or a question being be asked directly to her. And if she doesn't know it she will stay quiet and say nothing or she will just blur out some random answer.. the school is doing further testing to determine whats going on. But i honestly feel that the school ISN'T working with her 1 on 1 like they said they would. Her reading levels are of a 1st graders. And if she isnt in reading 2nd grade levels by the time school finishes, the teacher said we'd talk about possibly holding her back if i choose to.

Has any mother experienced this with their child or currently in thw same boat? If so what was the come with your child. I really need some help ladies. I'd really appreciate it

**EDIT**

we are reading at home and she has no problem telling us what was the book about! But she does take a while to think about it first. But it seems when she goes to school she doesn't do it or the teacher just doesn't want to wait for her to answer.
