Cover letter help please?

Hi I'm wanting to apply for the city as a water meter reader and I'm trying to write a cover letter but I don't know where to start or how to write it can you guys help me please?

Elaborate on some skills you mention in your resume.  talk about why you like the company and how your skills will fit the position. Research the company and maybe mention what impresses you most about them/their achievements. The cover letter should give them an idea about your personality and accomplishments and it's a way for you to say why you want to work for them. Any skill or work you add to the cover letter must be in your resume for it to count though so make sure you double check both.
