None of the above. It is God’s restoration of creation to shalom, like the Garden of Eden. It is the here and not yet, in that it is present, but not completely fulfilled. It will be on earth after judgement, and it isn’t really in heaven, but that’s where the tension of the here and not yet is at.

A spiritual realm it is not relative to anyone like that the kingdom of god is something we can be a part of and make up of but it is to big just to be any of those things after all it is the almighty kingdom without limits
