I'm in love with my best friend.

I love my best friend, he's been there for me for the last 4 years, every breakup, every bad day, if he couldn't come see me he would text me until I fell asleep and I always wake up happy when I'm talking to him. I've tried talking to him before about a relationship, but he always says that he doesn't know what he wants. I know he's attracted to me as we've kissed a lot over the 4 years we've been friends and we talk about sex sometimes, although we've never slept together. Do I give up on the idea of being with him?
