My first used his at 2 months. I'm expecting my second will use his around the same time. They both had held their heads up since birth, so we did lots of tummy time to help strengthen their neck muscles. They both also began pushing themselves up and bearing weight on their legs early(like 3wks old) 
It's all about neck control... And if they can reach the floor while in the jumper. You could fold a blanket and place it under them so they could reach. I have to do this with some of the little ones at my work.

It's not about how old but about neck control. I have seen other people say daycare put babies in there when they are 4 months but I just waited until my baby had enough good neck control before I put her in. How often do you do tummytime? As always, listen to your instinct too!

I have seen a 6 month old in one of these, but I think that would be the earliest age to use it.

My 11 week old was trying to lift his head at birth. He can keep his head up for long periods of time now. He still gets tired. However, he started to stand while being burped. So we put him in the bouncer to strengthen his legs. He loves it. It is helping him turn his head, move his eyes/focus, and grab things.
