I'm disgusted with what happened to this child. I can't believe it went that far. What kind of child does this to another child.

Here's the story

What are your thoughts? Who is responsible the parent of the child who did this, the daycare, both? Thoughts about the text the owner sent to the mother? Should the daycare employees have called 911 as well? What do you think should happen to parties involved? Should Mississippi rethink their law about not all daycares should be licensed?
