Calling all makeup experts: Help!!!!!!!!

Okay so disclaimer: I’m newer at makeup so I’m probably making a ton of mistakes. So I start off with primer the foundation then concealer, but I find that when I add powder it creases the concealer around my eyes. How do I fix that? Also, I have hooded eyes so I find my eyeshadow looks poorly-blended and my eyeliner wings are too curved. And my last problem is that I’m really pale so I’m usually the lightest shade of foundation, which is making me question which lip colors will look good on me. Please send advice on how to fix these!!!!
