Well.. from my understanding "dry humping" is preformed while being fully clothed and doesn't involve penetration of any sort... So while it may be sexually charged.. and perhaps an orgasm can result from the activity.. it's not actually sex.. and in order to get pregnant there has to be penis in vagina penetration followed by the male ejaculating inside of the vagina. So I wouldn't consider it a form of "birth control" there's nothing to prevent, there's no semen entering the vagina.. it's foreplay.. typically birth control is for the prevention of pregnancy which occurs when (as I mentioned earlier)  semen is released into the vagina.. a sperm must first fuse with the plasma membrane and then penetrate the female egg in order to fertilize it.. which can't be done by dry humping.
